UV adhesion primer for EVA

We have a sample of an UV curing adhesion promoter for EVA (Ethylene Vinyl Acetate, Phylon Foam) for shoe industry. The solid content is only 0,80%.
Can anybody give me some ideas about the active substance?

We suspect it is a photoiniciator for cationic curing.

Actually I don't know. I just suspect that is a Korean Company that produces this kind of primer.
Do you have already heard anything about this UV Primer?
Does SK Chemical Co. produce this kind of product?

Primer or promoter?
This may be a promoter based on the very small solids value of the product. The product certainly should contain photoinitiator if it is UV-curable. "Promoter"in its strict technical sense, is a reactive functionality which should react to promote adhesion between your UV-curable coating and your EVA glue- but for what purpose? EVA glue may be added with a promoter to bind to soles or its adherend but it shouldn't be necessary a UV-curable one unless you are using UV lamps/units to effect the cure. EVA to some extent because of its vinyl acetate can participate in UV cross-linking. This UV curing promoter is best used for a UV-curable system unlike yours.

Dear Ceres,
We call this product as "primer" or "adhesion promoter". Its function is promote adhesion in EVA soles (for shoe industry).
We don`t use EVA glues to bond it.
The primer is applied in the EVA sole, this sole is passed in UV light and after this we apply the adhesive.
This primer just "make the link" between the EVA sole and the adhesive film.

we have non uv curing primer,solvent based and waterbased.also we do have new treatment for pylon without primer.under tack treat ,www.tack-service.com

You can try to using active content of TS-218-2 in MEK solution for making primer of EVA phylon (insole shoes).
